Moratorium on Personnel Actions
As the State of New Mexico faces a significant budget shortage, UNM Leadership is preparing for a shortfall in the current mid-year budget as well as a reduction in recurring State appropriations. To remain fiscally prudent, a moratorium has been placed on the following personnel actions until March 31, 2017, at which time a decision will be made regarding the continuation of the moratorium.
All vacant regular positions at Main and Branch Campuses that have not been posted and/or approved through the HRP Process are affected. This includes all positions fully or partially funded by unrestricted sources.
All positions in Academic Affairs that are fully funded by restricted (contract and grant) sources, can bypass the moratorium waiver process by sending an email to firstname.lastname@example.org that includes the position number, index and a statement requesting to fill the position. To expedite the process, insert Request to Fill Restricted Funded Position in the subject line.
Positions Excluded: The moratorium excludes faculty, student employees, and those in graduate assistantships positions.
To request a waiver to the moratorium for staff positions on unrestricted funds, complete the Hiring Moratorium Waiver Request. Submit the signed form to your designated reporting area for review. Bi-weekly requests will be compiled into a report that will be presented to President Frank, Provost Abdallah, or Executive Vice President Harris for approval or denial. Notification of approval or denial will be sent to the requesting department.
While waivers will be accepted and considered, they will be limited to those critical to the mission of the university. All waivers will be scrutinized to ensure they are mission critical positions and no restructuring opportunities exist to perform the required functions.
Do not submit personnel requests through UNMJobs or through your HR Consultant if they are affected by this moratorium. All requests received after September 21, 2016 will be returned to the originator. The originator will then resubmit the request after either receiving approval to proceed or at the conclusion of the moratorium.
Career Ladders and Reclassifications Affected
Career Ladders and Reclassifications are also affected by this moratorium. Only those that are a result of the Overtime Regulation change per the Fair Labor Standards Act rule revision, will be approved.
A special exception may be requested by submitting a written justification for the career ladder or reclassification and the cost savings that will be realized through this action. The request should be emailed to email@example.com, firstname.lastname@example.org, or email@example.com, depending on your division’s reporting structure. Following your request, you will be notified if you are approved to submit a Position Review Questionnaire (PRQ) or Career Ladder Request Form.
On-Going Position Safeguarding
- Bi-weekly reports will be run to identify newly vacant positions;
- Vacant positions will be cancelled to prevent any hiring actions; and
- Remaining position budget will be swept centrally to off-set any current year budget reductions.
- If a waiver is approved, then the position will be activated and a pro-rated budget amount will be returned to the department.
