Moratorium on Personnel Actions
As UNM continues to experience fiscal challenges, we must remain fiscally prudent while minimizing the impact to the core mission of the institution. Initially instituted in the fall of 2016, all staff personnel actions are subject to a hiring moratorium and corresponding review process.
All vacant, regular staff positions at Main and Branch Campuses funded entirely or in part by unrestricted funds are affected by the moratorium.
All positions in Academic Affairs that are fully funded by restricted (contract and grant) sources, can bypass the moratorium waiver process by sending an email to email@example.com that includes the position number, index and a statement requesting to fill the position. To expedite the process, include Request to Fill Restricted Funded Position in the email subject line.
Positions Excluded: The moratorium excludes faculty, student employees, and those in graduate assistantship positions.
To request a waiver to the moratorium for staff positions on unrestricted funds, complete the Hiring Moratorium Waiver Request. Upon approval by your VP, AVP, or Director, your request will be presented to the University President, Provost for Academic Affairs, or Executive Vice President of Administration for final approval or denial. Notification of approval or denial will be sent to the requesting department.
While waivers will be accepted and considered, waivers will be evaluated to ensure the positions are key to the mission and no restructuring opportunities exist to perform the required functions.
UNMJobs Position Advertising Requests
Only positions that have been approved on a Hiring Moratorium Waiver Request form (HMWR) may be submitted for posting in UNMJobs. The approved HMWR is a required attachment for the job posting being requested.
Other Personnel Actions Affected
Staff personnel actions not related to hiring, such as Career Ladders, Reclassifications, Retention Offers, and Counter Offers, are also affected by this moratorium and may require additional review.
Similar to hiring actions, exceptions to the moratorium may be requested by submitting a written justification, addressing the critical nature of the business need and any cost savings that will be realized through this action. The request should be emailed to firstname.lastname@example.org, email@example.com, or firstname.lastname@example.org, depending on your division’s reporting structure. If your request is approved, you will be required to submit the relevant documentation to HR (https://hr.unm.edu/compensation-guidelines-staff-employees). Note that President/EVP approval to proceed with a personnel action does not replace the standard HR review and approval process of such actions.
On-Going Position Safeguarding
- Regular reports will be run by each level 2 organization to identify newly vacant positions;
- If a moratorium waiver is approved, the position will remain active and the approved budget amount will remain in the department;
- Upon request of each level 2 organization, HR will cancel vacant positions to prevent any hiring actions; and
- Dependent of University budget needs, each level 2 organization may sweep unspent position budgets centrally to off-set any current or future year budget reductions.
