In the Fall of 2016, a moratorium was put in place for hiring actions of all staff positions that were funded by unrestricted sources.
In November 2018, the moratorium was lifted for positions under the Senior Vice President for Finance and Administration areas.
As of January 6, 2020, the moratorium is lifted for all remaining areas – those reporting directly up to the Office of Academic Affairs and the President’s Office. Therefore, staff hiring actions no longer require the Hiring Moratorium Waiver Request (HMWR) form.
Schools, colleges, branch campuses and departments are responsible for making hiring decisions within the scope of their budgets and staffing needs. Internal pre-approval processes, should they exist at these levels, are unchanged. All areas should continue following the internal protocols for job posting and advertising.
